CIF-SS Re-Evaluating Section
Playoff
Divisions & Enrollment Levels--(Aug. 27, 2001)
We've been hearing for some time that the Southern Section of the CIF was going to re-evaluate how playoff divisions were organized. Last year, if you'll recall, in order to promote more competitive equity among the schools, Division I was broken up into three subdivisions (AAA, AA, and A), a departure from the usual configuration which has prevailed for more than a decade of just two subdivisions (AA and A). Of course the change from two divisions to three also had the unwelcome consequence that one of the three section champions had to be excluded from the State Championship playoffs, because the Southern Section gets to send only two entrants from each division, and thus a coin flip eliminated one team this year from further post season play, hardly an equitable result. Of course this change also followed on the heels of another change which was made two years ago to eliminate one whole subdivision, merging IIIAA and A in to just an overall Division III because unlike Division I, there just weren't enough teams to make up two competitive playoff brackets.
And anyone who followed the playoffs this year (and for the prior few years) could also see that other changes were necessary to restore some balance. Division V, which was divided into AA and A, was even bigger than Division I, which then begged the question, if splitting D-I into three divisions was unfair, what made anyone think the result was going to be any better splitting up D-V into three divisions? And what about Division IV, an entire division where there weren't enough teams in either subdivision (A or AA) to come up with more than an 8 team playoff bracket, which just seemed silly when compared to the 64 team brackets in V-AA and A.
So, over the past 6 months there's been a lot of talk about reconfiguring the divisions. Jack Pollon, who works on the SCIBCA Executive Council has been privy to some interesting information and he posted some of it recently on the message board. Apparently, the Southern Section basketball powers that be have been talking to the State CIF folks, and there's a general consensus (at least according to Jack) that the local sections can have different enrollment cutoff configurations for their own section championships than those established for the State Championship playoffs. In other words, the Southern Section can assign completely different enrollment cutoffs, and move up schools into a higher division for purposes of sectional playoffs. Jack posted some of the enrollment numbers that are being discussed, and while we haven't given any real thought to the level of enrollment figures themselves (i.e., are they in the right places for each division), we have had a little fun trying to figure out whether these enrollment figures would produce playoff divisions which would be competitive. And for the most part, they're not bad.....not bad at all.
We thought it would be kind of fun to see what things would look like if the CIF-SS actually uses the numbers that Jack has posted on the message boards. What we've done is to take the tentative numbers that Jack posted and we've applied them to all of the schools using last year's enrollment figures which were used to assign playoff divisions last season. This is a huge caveat: Sometimes enrollment figures from the prior season are used by the CIF in determining which division a school will play in, and sometimes current year's numbers from the current season are applied. We don't know what the CIF is going to do this season, but assuming enrollments don't fluctuate one way or the other (up or down) too drastically, the divisions ought to look something like those set out below.
Remember, these are "just for fun" or "what-if" numbers and do not represent something the CIF will or won't implement. These are not official enrollment figures (heck, most schools haven't even started yet, so no one knows what the enrollments will really be), and these are most definitely not confirmed playoff division enrollment cutoffs. But we've heard that the cutoffs are what many in a position to make them happen believe ought to be used.
So, here's what the playoff enrollments might look like if this gets implemented (note: we've organized the schools alphabetically, so they're easier to find within a particular level of enrollment).
